Sanjay Kumar Nirmal is the Additional Director General in Ministry of Road Transport & Highways, India. He is also the as Secretary General of the Indian Roads Congress (IRC) . He has been associated with IRC for more than 30 years. Sanjay joined the Ministry of Road Transport & Highways, Government of India through Engineering Services Examination in 1986. From 1986 to 2017 he worked at various offices of the ministry, in various capacities. He also worked in the National Highways Authority of India (NHAI) during 2003-2009 as General manager and 2009-10 as Chief General Manager.

From 2014 to 2019, Acha served as Executive Director (Land and Amenities) at the Railway Board, managing land issues for Indian Railways.
